The Royal Canadian Mounted Police (RCMP) announced the arrest of a father and son on July 28, 2024, in Richmond Hill, Ontario. The duo was allegedly in the advanced stages of planning a violent attack in Toronto, raising significant concerns about national security.
The RCMP, in collaboration with the National Security Enforcement Team (INSET), made the arrests as part of a coordinated effort involving multiple law enforcement agencies. These agencies include the Toronto Police, the Canadian Border Services Agency (CBSA), the Ontario Provincial Police, York Regional Police, Peel Regional Police Service, and Durham Regional Police. The investigation also received support from the Ministry of the Attorney General of Ontario and the Public Prosecution Service of Canada.
Assistant Commissioner Matt Peggs, Commanding Officer for Ontario, emphasized the collaborative nature of the investigation, stating, “The success of this operation is a testament to the hard work and dedication of all involved, both civilian and sworn members, and our partner agencies.”
The suspects, identified as Ahmed Fouad Mostafa Eldidi, 62, and his son Mostafa Eldidi, 26, face multiple charges under the Criminal Code of Canada. The charges include:
- Participation in the activities of a terrorist group (Section 83.18)
- Facilitating a terrorist activity (Section 83.19)
- Conspiracy to commit murder for a terrorist purpose (Section 465)
- Possession of a weapon dangerous to the public for a terrorist purpose (Section 88)
The weapons involved were an axe and a machete. Additionally, Ahmed Eldidi faces an extra charge of aggravated assault (Section 268).
The RCMP became aware of the potential threat in early July, prompting a swift and thorough investigation. Despite the publication ban in place to protect the integrity of the ongoing investigation, officials were able to provide some details about the suspects and their alleged activities.
“The RCMP remains committed to combating violent extremism both in Canada and abroad,” said Assistant Commissioner Peggs. She reassured the public that there is no remaining threat following the arrests.
RCMP Superintendent James Parr also highlighted the ongoing nature of the investigation, acknowledging that while significant progress has been made, further details are still being gathered. He assured the public that the RCMP and its partners are dedicated to uncovering the full extent of the plot and any potential connections.
Authorities have stressed that there is no evidence to suggest any further risk to the public. The rapid response and efficient handling of the case have been praised by officials, highlighting the importance of vigilance and cooperation in addressing national security threats.
The Canadian Security Intelligence Service (CSIS) also played a crucial role in the investigation, providing necessary intelligence and support to law enforcement agencies.
During the press conference, various questions were raised by journalists, aiming to uncover more details about the nature of the planned attack and the suspects’ backgrounds. However, due to the publication ban and the sensitive nature of the investigation, many specifics were withheld.
When asked about the targets of the planned attack, officials indicated that the investigation is ongoing and that they are working to establish the intended targets. The focus remains on ensuring public safety and preventing any potential threats.
In response to questions about the nature of the suspects’ plans, Parr indicated that the investigation is complex and involves multiple facets, including potential international links. He reassured the public that all necessary measures are being taken to ensure their safety.
Superintendent Parr concluded his remarks by urging the public to remain vigilant and report any suspicious activities. “Public safety is our top priority, and we rely on the community’s cooperation to help us identify and address threats. If you see something, say something.”
